GQSO is evidence infrastructure, not a decision engine. This page summarizes, briefly, how that discipline is enforced: evidence-bound records, five comparison labels, a no-total funding rule, designed source monitoring, risk-tiered updates, and a public/private boundary. It does not carry legal, investment, compliance, or procurement advice.

GQSO's unit is a structured, evidence-carded record — not a narrative or a market estimate. Every substantive claim traces to a cited source with a recorded publisher, access date, and source tier. A claim that cannot be traced does not appear.

Funding figures are never summed across unlike definitions, and no comparison is framed as a ranking or a "who is ahead".

Funding figures are reported against incompatible definitions — announced, committed, appropriated, awarded, spent — often for different time windows and mixing public with private money. Summing them produces a confident-looking total that compares nothing. GQSO refuses the sum and instead carries each figure with its definition fields intact (amount clarity, period clarity, quantum specificity, comparison eligibility, source status).

引用元となる出典は、時間の経過とともに変化します — 戦略が改定される、資金制度の予算配分 が変わる、公式ポータルが再編されてページが移動する、あるいは消える。GQSOは、引用ソースが 到達可能かどうか、移動・変更されていないかを確認する仕組みを設計していますが、これは 初回の著者監督付き運用サイクルの開始後に稼働する設計上の能力です。現時点では常時稼働・ 自動更新の仕組みではありません。
Cited sources move over time — a strategy is revised, a funding line is reallocated, an official portal is restructured. GQSO is designed to check whether cited sources remain reachable and unchanged, but this is a designed capability that activates only after the first author-supervised live cycle — it is not, at this stage, a continuously running or auto-updating system.

GQSO's core strategic reference frame is the United States, China, the EU, and Japan. The US and China define much of the global strategic competition; the EU anchors standards, PQC, regulatory, and cooperation layers; Japan is an author-priority lane for how a technologically advanced democracy converts research capacity into strategic capability. All tracked jurisdictions are first-class comparative lanes, even where coverage maturity differs.

A detected change is not itself a new conclusion — whether it alters any comparative, funding, or public-facing claim is a human judgment, staged for review, never auto-published.
変更はリスクに応じて扱われます。低リスクで確定的、公式ソースに基づく更新（正しい公式URL への修正、ソース健全性フラグ、引用の追加など）は自動的に適用され得ます。新規記録すべて、 および比較・資金・セキュリティ・公開向けのあらゆる主張は、人による承認を経て初めて反映 され、自動的には適用されません。固定された参照スナップショットはまったく自動更新されず、 引用と巻き戻しのためにバイト単位で不変のまま保たれます。
Low-risk, deterministic, officially-sourced updates (a corrected official URL, a source-health flag, an added citation) may apply automatically. Any new record, and every comparative, funding, security, or public-facing claim, is staged for human approval — never applied automatically. The frozen reference snapshot is never auto-updated at all; it stays byte-identical for citation and rollback.
