GQSO's core strategic reference frames are the United States, China, the European Union, and Japan. The United States and China define much of the global strategic competition; the EU anchors standards, PQC, regulatory, and cooperation layers; Japan is a dedicated focus lane for analyzing how a technologically advanced democracy converts research capacity into strategic capability. All tracked jurisdictions are treated as first-class, even where current coverage depth differs.

Funding is never scored or summed. Five categorical axes — amount clarity, period clarity, quantum specificity, comparison eligibility, source status — show whether two figures can honestly be compared, before anyone tries.

一部の資金情報は、定義の確認が終わるまで公開表示していません。これはGQSO側の整備状況であって、その国・地域の評価ではありません。

China organizes quantum deployment through named regional clusters, national laboratories, and state-linked funding vehicles. GQSO's China lane currently carries the deepest coverage (221 records) — a coverage-depth fact, not a strategic ranking.

中国と日本は、現時点でGQSOの収録が最も深い国・地域です。手法ページで説明する比較では、すべての比較にラベル（直接比較／構造的類推／比較不能／証拠ギャップ／仮説）を付け、定義の異なる資金額を合算することはありません。

China and Japan currently have the deepest coverage in GQSO. In the comparative method described on the method page, every comparison is labeled (direct / structural analogy / non-comparable / evidence gap / hypothesis), and funding figures are never summed across unlike definitions.
